1. The Comic's Hay Fever competition (the "Competition") is open to children living in the UK aged between eight and sixteen years old ("You").
2. To enter the Competition, You should write and design the front page of a newspaper - the story should be about an event You have been to in the last year. You can do it by hand or You can use a computer, but You must include a headline, a picture and a story. Your front page must be able to fit on an A4 piece of paper.
3. You can enter the Competition by sending your entry to The Comic's Hay Fever Competition, The Guardian, 119 Farringdon Road, London EC1R 3ER. You are responsible for the cost of sending your Competition entry to us.
4. When submitting your Competition entry, You must provide your name, age and address and the name and contact telephone number of your parent or guardian. We will only use this information in relation to the Competition (including checking your eligibility to enter it) and will not use it for any other purposes whatsoever. We will not keep this information for longer than is necessary for the operation of the Competition.
5. You may only send one entry to the Competition.
6. We must receive your entry to the Competition by 11:59 pm on April 23 2008.
7. Employees or agents of Guardian News & Media Limited ("GNM", "We"), Hay Festival of Literature and The Arts Ltd, and their group companies or their family members may not enter the Competition. Picking the winners
8. Perri Lewis (editor of the Comic), Ruth Hay (Director of Hay Fever), and Duncan Raitt, a designer and animator will choose two winning entries for the Competition.
9. The winning entries will be those that the judges consider to be the most eye catching and interesting.
10. The judges' decision will be made on or before April 30 2008. The decision is final and no correspondence will be entered into. Publishing the winning entries
11. The winning entries will be published on the Guardian web site at www.theguardian.com/family from [Saturday May 3] 2008 or (if GNM needs to delay this publication for any reason) at a later date.
12. You own the copyright to your Competition entry as its author.
13. By submitting an entry to the Competition, You give GNM:
a. Permission for your entry to be published on theguardian.com and grant GNM a non-exclusive, royalty-free, worldwide licence to republish your Competition entry in electronic format and hard copy for purposes connected with the Competition; and
b. The right to use your name, age and town or city of residence for the sole purpose of identifying You as the author of your entry. Getting consent from an adult
14. Sending in an entry to the Competition means that You accept these Terms and Conditions, which are the rules of the Competition. You should check with your parent or guardian that they are happy for You to enter the Competition based on these Terms and Conditions.
15. GNM requires the consent in writing (which may include e-mail) of the parent or guardian of the author of a winning entry to award the prize to that author, to publish that winning entry and the author's name, age and town or city of residence on theguardian.com, and to publish the winner's review of the Hay Festival in The Comic.
16. If GNM does not receive written consent (which may include e-mail) from the parent or guardian of the author of a winning entry then we may award the prize to another entry for which we are able to gain such consent. The Prizes
17. The winners will travel to Hay Fever on Monday May 26 2008 and will spend the rest of the day and Tuesday May 27 2008 at the festival, attending workshops, doing courses and listening to talks. They will take photos and write a review of the event which will be published in the Comic on May 31 2008.
18. Each winner must be accompanied by an adult (either their parent or guardian, or (with the parent's or guardian's permission) another responsible person aged 18 or over).
19. The prize includes return travel by the method of your choice to the Festival (subject to a limit of £100), return transfers between Hereford railway station and your accommodation and transfers between your accommodation and the Festival (where needed), one night's accommodation at Chase House Bed and Breakfast (on a bed and breakfast basis), and food vouchers for use at the Festival, for each winner and their accompanying adult.
20. You must book your own travel arrangements: we will reimburse your travel expenses up to a maximum of £100 per person on presentation of a valid receipt or other proof of expenditure (including receipts for petrol, if you would prefer to travel to the Festival by car). If the cost of your travel is more than £100 per person, you must pay the difference. You must pay all other costs associated with the prize and not specifically included in the prize, including spending money.
21. The parents or guardians of the winners will be notified by telephone on or before May 1 2008. If we can't reach them by telephone by May 7 2008 then we are sorry but we will need to reallocate the prize to another entrant.
22. The prizes cannot be exchanged or transferred by You and cannot be redeemed by You for cash or any other prizes.
23. We will substitute the prizes with other prizes of similar value in the event that the original prizes offered are not available. Some other rules
24. Entries on behalf of another person will not be accepted and joint submissions are not allowed.
25. We take no responsibility for entries that are lost, delayed, misdirected or incomplete or cannot be delivered or entered for any technical or other reason. Proof of delivery of the entry is not proof of receipt.
26. Your entry will not be returned to You.
27. Details of the winners can be obtained by sending a stamped addressed envelope to the following address: The Comic's Hay Fever Competition, Family Department, The Guardian, 119 Farringdon Road, London, EC1R 3ER.
28. No purchase is necessary.
29. The Promoter of the Competition is Guardian News & Media Limited whose address is 119 Farringdon Road, London EC1R 3ER. Any complaints regarding the Competition should be sent to this address.
30. Nothing in these Terms and Conditions shall exclude the liability of GNM for death, personal injury, fraud or fraudulent misrepresentation as a result of its negligence.
31. GNM accepts no responsibility for any damage, loss, liabilities, injury or disappointment incurred or suffered by You as a result of entering the Competition or accepting the prize. GNM further disclaims liability for any injury or damage to You or any other person's computer relating to or resulting from participation in or downloading any materials in connection with the Competition.
32. GNM reserves the right at any time and from time to time to modify or discontinue, temporarily or permanently, this Competition with or without prior notice due to reasons outside its control (including, without limitation, in the case of anticipated, suspected or actual fraud). The decision of GNM in all matters under its control is final and binding.
33. GNM shall not be liable for any failure to comply with its obligations where the failure is caused by something outside its reasonable control. Such circumstances shall include, but not be limited to, weather conditions, fire, flood, hurricane, strike, industrial dispute, war, hostilities, political unrest, riots, civil commotion, inevitable accidents, supervening legislation or any other circumstances amounting to force majeure.
34. The Competition will be governed by English law.
